They probably won't make it the Rose character. There is a lore reason why they have the same face as characters we've seen before. Capaldi had a character on the show before he became the Doctor. Though, it just feels weird because you know there has to be a scene where she meets her later cause you kinda have to address the weirdness of the situation. "So... you are in a relationship with my previous incarnation while my recent incarnation has your face, huh?" Though, if we are being honest, she has to be to follow their stunt casting to try to save the show. Now if only they could do the one thing to save the show which is write better scripts.
