I would have it as a Jackson Lake style situation. Although have it that PCs "Doctor" was a Timelord, rather than a human, who believes himself to be the Doctor. I really like the Cybermen in Series 2, they were a little too stompy but I appreciated that they wrote the Cybermen as actually allying with the humans in Canary Wharf to help stop the Daleks. Feels like a nuance that wouldn't ever be in the show again.
You guys are thinking wrong when it comes to ideas of how to save the show. Its easy. You have to create a new jump on point. Create a season where we go back to the basics and explain the general lore again for new viewers like in 2005.
The first season should explain who the doctor is, what the doctor does, how regeneration works, how the tardis works, the state of the timelords, and who the main villains are (Daleks, Cybermen).
DO NOT make call backs to previous Doctor's or companions in any more detail than a throwaway line.
This has to work as a standalone season.
For retaining viewership you're going to need to cast an actor and actress who appeal to the general British public (mass appeal). I would suggest an attractive tall white male in their 30s and an attractive woman in their 20s.

Am I stupid or was there an implied rape in the episode "The Meddling Monk"? The vikings capture her and drag her off, then the next scene is the husband coming back to find the place ransacked, his wife beat up and bruised, conscious, but unresponsive on the floor. I thought she was fucking dead at first the way he was crying over her, but then he's caressing her face next scene and she comes around and tells him it was the vikings. Then the next time we see her, she's with the Doctor, tending to her facial wounds, but not bringing up what had happened other than it was dangerous to look for his friends because there are vikings.

If you were to breakup showrunner and return to the division of producer and script editor, I think Gatiss could work as a decent producer. He has a good understanding of what Doctor Who should ultimately be, he is just mediocre / lacklustre at actually writing for it.

This is a broad statement. "who" someone is may mean more than their name, else we know nothing about the Doctor. The first series establishes his character, his guilt from the Time War, his general reckless nature and sense of curiosity and fun. Going beyond that to explain the backstory in detail, as the original post here suggested, it did not do (not until Series 3 much more), and would be too extreme.
what the Doctor does
The idea that the Doctor "does" something, like a job, a big plan to rid the universe of evil, is completely against his character in many cases. Remember Nightmare of Eden (if you dare): "Work for? I don't work for anyone, I'm just having fun." Series 1 explained this, but did not suggest there was any ulterior motive; the idea that the Doctor is an individual who deliberately sets out to stop evil contradicts, e.g. Genesis of the Daleks, in that he did not eradicate the ultimate evil when he had the chance.
how regeneration works
Yes, Series 1 did this, but only because the Doctor regenerated, because Eccleston decided to leave. That was not the plan at the beginning, becoming apparent later in the production of the series. It wasn't planned at the start - see RTD's big Series 1 plan, discovering things as and when we need to. The idea that regeneration HAS to be explained in the first series, even if the Doctor does not regenerate (which is not specified in ) is a bad idea.

It has never been fully explained exactly how the TARDIS works. Indeed, in "Rose", the Doctor specifies "Disappears there and reappears here. You wouldn't understand." This both opens the way for future episodes to elaborate and dissuades any discussion from elaborating at that moment. Later episodes mention the Eye of Harmony, specific functions of the TARDIS more-so, but the exact inner-workings have never been explained and never should be, thus this idea may be discounted.

Time Lords, to give them their correct name, were known to be extinct in Series 1. That's all. We don't know anything else about them yet. That adds to the power and suspense when Gallifrey is finally named several years later in The Runaway Bride, and retains the mystery of who the Doctor is. We do not need to know much else about the Time Lords, the programme has never been very interested in revealing much more (and good thing). Putting this in the first series would be excess baggage, that's the whole reason the Time War was invented, to dispose of this unnecessary clutter you are now suggesting we drag up again - a direct contradiction to Series 1.
who the main villains are (Daleks, Cybermen)
Again, this seems to suggest Doctor Who as a whole is a programme with a main plan, that the Daleks and Cybermen must always show up, every series or so. I postulate the author of this post is basing their ideas of what Docto Who should be like primarily from the Revived Series, as RTD and Moffat invented, rather than the Classic Series, which did not emphasise such elements frivolously. The Daleks and Cybermen are great villains, but are not necessary to one series. Series 1 only has a passing mention to the Cybermen, not even saying their name. The Daleks are very popular, and since it could have been the only series of Doctor Who for years, of course they wanted them back.
Thus we conclude your idea is not wholly accurate, and that theirs was wholly mistaken.

You don't need the Doctor to regenerate to explain regeneration. You could simply have the Doctor get injured and show them healing using some post regeneration energy.
Example: Doctor gets cut on the face, the the companion sees this, the Doctor wipes their face with their hands and a subtle golden glow, the hands then come down to show a clean face.

It's only since Let's Kill Hitler, and then The Angels Take Manhattan, that regeneration could be used like that. It was never used like that previously, but only as a mechanism to live a little longer, or indeed, a lot longer. It does rather reduce the stakes if the Doctor can just infinitely do that now. I don't really like the idea much, and anyway I think it's not necessary in the first series (if at all) as you suggest simply to show what regeneration is.
As I see it, regeneration was invented as a tool to keep Doctor Who continuing beyond Hartnell's exit. It's since been used for dramatic story purposes, but in general, is just a made up part of the fiction to get around why they have to change the actors. Attempting to explain or deliberate on it much beyond that, unless you intend to make a whole story around it (sort of like The Power of the Doctor did) isn't too great a plan, in my opinion.

It took the show years to start explaining lore the first time around. Several years before we see another Tardis, and learn that the Doctor has "a people". Several more years until we hear the word "Time Lord".
The fundamentals of the show are "the doctor is a mysterious old man with a time machine". You don't actually need more lore than that.
