It's literally intentional. Coppola wanted Martin Sheen because he needed a sort of "bland" performance the viewer could project themselves onto. Originally the role was meant for Harvel Keitel but Coppola realized he was too saucy and didn't work as a self-insert

his performance works for me because even if its average like you say thats how the soldier in that position would react, a mkultra'd apathetic cog in the machine. someone that can fit in, blend in, not be distinguishable from the other soldiers. go kill someone and then disapear. its a weird type of travis bickle character, not some action hero.

As a Zoomer I thought Sheen's performance could be cut by 20%. His role is basically a bridge character transporting the viewer from scene to scene where the good actors can take over.

It didn’t though. Sheen, Brando, Duvall, Hopper, Ford were already famous and had each been in undisputed classics by that point. Fishburne was introduced here but it didn’t exactly propel him, he had to break out as an adult years later.

the pics we have of keitel on set are interesting, he's got a much more warmer energy in a lot of those photos, though i don't know whether to chalk it up to it just being behind the scenes pics or keitel's actual approach. i also wonder if the hawaiian shirt was supposed to be willard's wardrobe because keitel is wearing it in a lot of photos.
