It's just a winter brought on by all the dust that would be put into the atmosphere due to all of the explosions in the same way that a large volcanic eruption can cause a mini ice age.
You could make a TNT winter in the same way if you had enough of the stuff.
It's not at all akin to ideas of lighting the atmosphere on fire.

As a historical note, the idea of nuclear winter was popularized by Carl Sagan in 1983-1984 (Threads was released 1984). Following publication of a book (The Cold and the Dark: The World After Nuclear War), he was roundly criticized by the serious nuclear science community and the idea of nuclear winter fell out of favor.

Basically Threads came out when the idea was new and fresh and before it was discredited.

I think they did that to protect the countryside from refugees. No matter what there was not going to be enough food to go around, they also had the problem of the sick and injured who would only put strain on the already limited supplies. However if enough people died in the cities then there would eventually be enough food for everyone.

Also, the movie was made in the '80s, so I think a major part of the collapse of civilization depicted in the film was the inability to re-educate the younger generations. Over time, that would lead to gradual cultural decline, especially since there would be no more books or access to knowledge. People would be primarily focused on survival, food and basic infrastructure. I didn’t get the sense that it sent them all the way back to the Stone Age. It felt more like a regression to something closer to the medieval era, which seems plausible to me. The idea is really, could humanity ever recover?

Education has always been a high priority for civilization. Are you implying that the adults would decide to just stop teaching young people how to do things? Even if they didn't go to a regular school as we know it, kids still absorb knowledge from their parents or other people. The first generation of kids born after the even would probably be less knowledgeable than the previous generation, but the idea of schooling would still exist and would likely be restarted once farming and construction picked back up and afforded people more free time. It will probably be a while before they start shooting rockets into space and making AI cards on the PC but we'd get back there again.

You can't really take the time to teach your kids advanced English when you need to spend 80% of your day toiling in the field. Who the hell can run a school when subsistence farming is the dominant industry? The world we live in took several millennia to achieve. The institutions we take for granted, like schools, are centuries in the making as well, and they started because we already had a system that could support such things. Farming, for example, is extremely difficult, but automation has made it significantly easier compared to 2000 years ago. The average person has no idea how to farm; just look at the CHAZ community garden to see how easy most people think farming is. That's just farming too. The average person doesn't know how to make batteries, and even if they did, they would still need to find the materials to produce them. The picture is just for a battery; imagine how much goes into things like a cargo plane or a laptop.

That was addressed in the film though. They didn't have the resources even to spend on child rearing, the main character died when her child was young and the kids were shown devolving due to the collapse of the social order. Whether or not that would actually happen is a whole different story. But if the circumstances were that extreme, it's not outside the realm of possibility
