To be fair, I actually understand where she was coming from. You need to realise that she's really, really fucking stupid. And people are really easily convinced by confidence.
Her defence is that she was just doing the same thing that everyone in Silicon Valley is/was doing.
To break that down. In her head, she thought that the way you make a successful SV tech company was to come up with a new idea, raise money to R&D that idea, and then sell the product ten years later when the research has paid off. She thought that pretending she had already figured out the process to perform all these tests on one drop of blood was a little white lie and that every tech ceo had done the same thing at first (likely fuelled by the knowledge that every app starts off as a completely smoke and mirrors lie).
She does have a point. Self-driving cars were shown off years before they were even close to safe. We've seen humanoid androids for years and no product has come about yet. It's just how the tech world works. It's all lies and hyperbole. But normally they do have *something* at the core that acts as a proof of the concept. She didn't have that and didn't realise she needed it.

But she confidently told people she did. And she had a lot of very influential friends who saw a lot of potential money. And no one likes to admit they got conned. Especially by someone as stupid as her. And here we are

In an alternate universe, the second she realised that development wasn't going as smoothly as expected, she would've pivoted hard. She'd soft-retcon her entire strategy and claim that the "one drop" was the end goal but that their first step was just halving the amount of blood needed.
With the money raised, this should have been a relatively straightforward task. She could then use the contracts she had with cvs and the like to start gathering revenue by doing normal blood tests but just more efficiently, fending off her critics. And then she can give some talks about how it's totally possible to do with just one drop but technology blah blah blah. Then she could sell the company for a few billion, retire to the Bahamas and never worry about any of this shit ever again.

When the fed dropped interest rates to 0% it spurred on the silicon valley speculative asset bubble. basically, if you came up with a good tech pitch, you could get a solid business loan with 0% interest payments, develop the idea via marketing enough for a company like Google or Facebook to buy the rights from you, then you repay your 0% interest loan and keep the rest of your buyout money for your new digital snake oil scheme. most of the time these ideas were BS or useless and would get dropped by the buyers after some R&D but it was prudent of them to buy out startups quickly because out of every 100 Theranoses, they might buy 1 groundbreaking tech innovation that would make up for all their losses.

Elon Musk made his career basically doing the exact same thing as Elizabeth Holmes but with a more achievable endgoal than "bloodless instant medical testing". Holmes did nothing different than the thousands of other silicon valley bubble ghouls but she chose an unachievable end product and the hype kept building through her own machinations that it was bound to blow up in her face unless someone else bought her out, but she done goofed and chose a farma market product instead of a software one where there is a lot more legal scrutiny towards new treatments
