For Omega I would say it comes down to if you consider the Toymaker and Sutekh to be Glup Shittos. I suspect he would not say Toymaker and Sutkeh are Glup Shittos, and I do not see how they are any different to Omega. Also, I do not really get the point about modern Doctor Who. Instead you had a real build-up with an engaging mystery and an exciting reveal. OldWho fans knew who the Master was and got an extra hit of nostalgia excitement from seeing him return, but the NuWho fans weren't left out in the cold and had just as much excitement around, "Oh, shit! All the Time Lords are dead, but THIS guy is a Time Lord?! Whoa, he's a bad guy, too??? This is so cool I can't wait to see how this ends and learn more about this Master guy!" There was intrigue and excitement from new and old fans alike, whereas with the Rani she just prances onto the screen and says, "Yup, I'm the Rani!" and all the new viewers just scratch their heads and frantically pull up wikipedia to figure out what the fuck that means.
RTD2 just can't strike that balance of hitting nostalgia notes for old viewers while building genuine excitement and intrigue for new viewers. All he knows how to do any more is just bring up names and assume the audience will be excited by that alone, but no one fucking cares unless they're very familiar with and nostalgic about OldWho (and even they feel like it's just cheap bullshit).
