If you steal $500 from your employer every month and you do this for five years, should you be prosecuted for 60 different incidents of stealing $500 or for the total $30k that you stole? Putting that aside, the real reason we do this is because many jurisdictions don't prosecute petty theft. We could get people arrested every time they shoplift but most of the time, nothing would come of it because local authorities would choose not to prosecute. Waiting until it's at felony level makes it more likely that it will be prosecuted.

Target and most other large retailers have a wide range of positions in loss prevention, plenty of them entry level jobs that don't need much at all in the way of experience or education. You can get hired on as an asset prevention specialist making $20/hr and work your way up pretty quickly, if you're doing your job well.
The job itself is 95% surveillance, you're not enforcing anything or even confronting shoplifters in most cases. You used to have to follow people around if you suspected they were shoplifting so you could get visual confirmation but our cameras are so good now that it's pointless.

Target is a massive corporation, the 10th largest private employer in the U.S. We have quite a few different positions in asset protection because we have quite a lot of assets. These range from entry level positions like the one you're describing all the way up to the corporate head who makes millions a year. These positions exist in our warehouses and distribution centers as well as our retail locations.
That said, plenty of stores do indeed have loss prevention managers making six figures. These are our very high traffic locations, of course, but you're severely underestimating how well retail pays these days. Low six figures isn't that much anymore. Our retail assistant managers tend to make slightly over six figures, general managers a bit more, loss prevention managers in busy stores, etc.
