Japan was one of the global leaders and pioneers of film throughout the second half of the 20th century. A lot of Japanese movies from that time period are still being analyzed today and the techniques used still being taught in film school. Is it fair to say that the Japanese film industry (live-action; anime is still huge) has fallen off in terms of relevancy in the last 15 years or so? Why do you think that is? It almost seems as if South Korea has taken it's spot as the most important film industry coming out of Asia today

That's only because anime as a whole was mostly ignored in the west in the 90s and really only started becoming popular in the last 10-15 years. Both were always popular amongst western anime fans though, there's just a lot more anime fans in the west now than back then.

I agree that they're on the decline. 50's and 60's Japan produced something like half of my favorite films. The only explanation I can think of is that the creative talent that would've gone into films got sucked up by the anime and video game industries. I watched the film "Evil Does Not Exist" which came out in 2023 and I thought it was pretty solid so there's clearly some talent left.

They put out a few decent Godzilla films in the past few years, but aside from that not much. They heydays of Japanese auteurs like Takashi Miike, Takeshi Kitano and Kiyoshi Kurosawa are gone. Why? I think film is just on the decline across the globe in general versus other medias like video games, it doesn't quite have the prestige it used to have, so people are less willing to take a chance on making them considering the risk involved.

But after about 2010 they stopped making good movies apart from the occasional parasite here and Decision to Leave there.

V-Cinema is what gave it another 20 years of life by giving an outlet for the Miike, Kiyoshi Kurosawa, Sion Sono, Tsukamoto and other indie guys to find a place to make their movies and for producers to bet on them. Without it, Kitano would have been the only director to make it big. This spark would last until the 2000s decade, that's when Japanese cinema died.

I don't know if the yakuza were in it, it wouldn't surprise me. But I see V-cinema as a tool that gave all those talented guys a chance to work. There was a lot of slop too, random tokusatsu stuff and cheap silly exploitation things, but it was overall a positive thing.
What I don't get is what exactly happened in the 2000s. It's like the talent pool dried overnight. The guys already established as good directors kept making kino for a bit longer but something was off already about them by the mid 2000s. And the talent pool for new directors seemingly dried overnight.
I can't blame V-cinema for that as, if anything, it proved that young directors making cheap stuff could be a good opportunity for everyone, both for the guys' careers and also profitable for the companies making and publishing them. And manufacturing DVDs was cheaper than making VCR tapes if sharing them online wasn't an option yet.
I honestly don't know what happened in the 2000s and 2010s. Some blame anime or a general lack of interest from their audience, making producers less interested in investing in movies, resulting in a cheaper product. Others blame foreign movies invading their cinemas... I really don't know what happened.

Real answer? The Japanese have never wanted to deal with outsiders throughout their history. They find it weird and even embarrassing that Westerners like their pop culture. So, after their economic bubble popped in the 90s, they turned back inwards and make stuff for their own consumption.
I think the Yakuza stopped funding V-Cinema as the economy rebounded and they moved to other more profitable rackets.
