Has anything else used the same sort of mixed serialized/episodic format? It really feels like it works better for maintaining quality across so many seasons. There's very rarely a moment with the strike team that feels like filler because they opted to throw in a detective or beat cop one off whenever they needed filler. Strike team stuff never suffers a drop in quality and they never run thin on interesting stuff when they need a B plot.

Sopranos was kinda like this, sure there was always a seasonal main plot but most of the episodes work great on their own, Pine Barrens is top notch and the A plot was basically filler.
Not OP but BB's first two seasons (the only ones I like) share a similar feeling with The Shield.

Nah it's just on another level from a writing standpoint alone. The finale of The Shield is maybe the most earned moment in television. I can't think of much that compares honestly, maybe the season 2 finale of Detectorists would be up there? But it's moments like those that flex how top notch the writing department is.

Comparatively Breaking Bad had Vince actively writing them into corners and bragging about it to fans. Just chuck a light machine gun into Walt's car and we'll figure out how to make it satisfying in the end! That's terrible writing. And no surprise they abandoned everything about his character to force it to work, a cancer riddled chemistry genius who outfoxes lowlife gangbangers suddenly becomes mr physics MacGyver rigging a toy helicopter to a machine gun to mow down a shack full of nazis!

These "appreciation threads" are the same level of sincerity as Phantom Menace appreciation threads. The Shield doesn't "mog" shit. It's inferior to NYPD Blue. It tells one story and finishes it pretty well, but it's just not great writing on the level of those prestige shows. There's just so much that falls flat or has the wrong tone or tries to be funny and isn't or has shitty acting. There's great acting peppered through the series and it comes together nicely. It's just on the same tier as 24 and Walking Dead and Prison Break and Burn Notice. Even network shows like Homicide were better because they always had smarter writing and the filling banter was way more clever. Hanging out with the strike team in between plot elements is like hanging out with the dumb guys from high school. They have dumb insult jokes and crude humor and aren't interesting people. Those other cop shows I would want to hang out with the characters. Or I find them especially repulsive or interesting in a way that's just better. The Shield is such a low rent version. It's just not as smart as it could have been.

Breaking Bad was actually good though.

The first season of Angel is really tight for that reason. Bravo Joss was too busy with Buffy to do much work on it, so it was Greenwald's show. For that reason, it lacks much of the downtime and other Whedon crutches that the two series are known for later on. That isn't to say the rest of the show is bad. It's just different.
