neither empire or rotj was directed by Lucas. empire’s plot was written and rewritten then discarded and written again until eventually settled upon by science fiction writer leigh brackett. the notion of “episodes” didn’t exist until brackett settled on the concept. rotj’s story, being a sequel to brackett’s plot, would not exist without her

Can you be more specific? There's different reasons for each actor. Ewan for example said that he was being forced to redo scenes and lines constantly and increasingly devoid of emotion at the request of Lucas.

In Episode 1 Padme is still a teenaged Queen. Her acting is just as strange as her choice(if she has any) of clothing and makeup. She acts somewhat more normal when in the guise of a handmaiden but she's still got a bit of a stiff way of talking. As you might if you've been groomed to be royalty your whole life.
It doesn't always land very well but there's an intention to draw a parallel between the way people act in the prequels and the stage actors that played the antiquated, pompous Imperial hierarchs in the original trilogy. In the OT you had guys like Peter Cushing, James Earl Jones, Ian McDiarmid, Alec Guiness, etc. who are all these classically trained stage actors. It helps set those actors apart from the plucky American-acting rebels who represent the newer generation.
A lot of the time, the problem comes from trying to get actors like Hayden Christensen and Natalie Portman to read lines that could only be pulled off by a guy like James Earl Jones. And then sprinkle on some cringey teenage angst. I appreciate the intent at least, even if it doesn't work a lot of the time.

I liked the original idea even though it was clearly a remnant from the original Neimoidian design, still they had this explanation in the TPM visual guide:
Battle droids are designed to resemble skeletal Neimoidian bodies in order to look threatening. When left unburied and unburned, Neimoidian brain mantles wither to dried sacs behind the top of the skull and their noseless faces stretch and warp to a characteristic shape. Leigh Brackett's draft was by no means "settled," she fucking died before Empire even started filming. Lucas and Kasdan both did passes on the script after she died.

The idea of a good movie exists, but was left at the cutting room floor.
Ex stormtrooper that tries to do the right thing (they failed out the gate with him hooting and quipping while killing his mates), getting the jacket representing personal freedom or something and then trying to be a hero could have been fun to watch.
The only real excitement is the "traitor" scene for a reason. That movie coming back to haunt us in the disney slop we got

Rei is an orphan living in the shadows of this legendary past, dreaming of a life of adventure and excitement, but afraid to leave or do anything about it who has the plot-ball fall in her lap. Its a gender flipped luke, but luke was just Campbell's protagonist anyway.
Finn is a deserter from the empire, he's a coward and trying to save himself, and through trying to save his own skin he winds up with the heroes and discovers his own courage when he finally has something to fight for.
Poe is a cocky pilot, a fine stock character.
The problem is none of the movies develop the characters beyond their introduction, and immediately jettison all character development or growth to make everyone comic relief.
None of the characters have agency, they fall ass first from one setpiece to another as fast as possible because you don't want to give the audience time to ask "Why."
As much as I hate the sequel movies, I can't blame the actors for them, the same cast with a better director and script would have been perfectly serviceable.
