The conventional idea is that your main character always needs an arc, but that's not true, sometimes it's best for the character to be static, and it's the circumstances that they change. The world they inhabit goes through an arc.
That being said it doesn't matter if Qui-Gon has an arc because he's not the main character, Amidala is (she also has an arc), we just see her story from the perspective of the Jedi.

No, in fact you're less required to give your main character an arc when working in children's media. Because unless the character needs to learn a lesson to impart to children, instead it's better to make the main characters consistent in their values and behaviour in order to overcome the things that are wrong in the world. Spider-man doesn't have an arc, he learns a lesson early on, and then remains consistent in his values and goals throughout the rest of his stories. Same with Batman or Superman, The Ninja Turtles. And it's true for "real films" and real life as well, Desmond Doss doesn't go through an arc in Hacksaw Ridge, he remains resolute in his religious faith and non-violence vow, and instead changes the views of the soldiers around him and helps them over-come the trials they're facing.
Also I accept that Star Wars is for children, that's one of the appeals because it's filled with great stories and values to impart to children. Same as Peter Pan, or the Chronicles of Narnia. Get off your fucking high horse and stop taking yourself so seriously.

I was mainly talking about the comics, and to an extent the first film. Peter learns his initial lesson about responsibility, but mainly stays consistent about who he is and his values from then on.

The difference is that Superheros, even if they have static characters, have easily identifiable moral expressions. Superman, even if he doesn't have much of an arc, is an unambiguous force for good in a very definitive way. Qui Gon Jinn on the other hand is just a boring guy.

Whether Qui Gon was boring or not doesn't really suggest he needs an arc to fix that problem, and it definitely doesn't mean his status as a character in a kids' film makes an arc necessary. The arc bullshit is a meme, repeated by people who never even considered the idea that plenty of good stories have characters with no arc. The main character in the later prequels felt like both Ani and Obi, so I think they both share the role of main character in the Phantom Menace as well, simple as that. Maybe this includes Qui Gon as well but really if it had to be reduced to one it would have to be Anakin in all the prequels, he is clearly the central character and the actual key to all this.
