Blacks are something like 14% of the population so aren’t significantly overrepresented in rape statistics; they’ve got a much higher representation in traveling for prohibited sexual contact and more minor sex crimes like harassment. Native Americans are an almost 30fold increase on their population numbers. I highly doubt this means every Native American man is a rapist though. More likely, natives are more culturally inclined towards reporting things like marital rape. Ultimately crime statistics are what is reported rather than what actual occurred (a complete unknown when your scale is an entire country), so while blacks are overrepresented in rape statistics, it’s not by nearly as much as other minorities.
It’s quite the opposite in practice. Concrete family units in white communities are significantly less likely to report more common types of rape (people you know) due to fear of shattering the family unit. Less concrete family units and communities involve more reporting of these common types of sex crimes because there’s less of a stigma around it.

Have you ever known someone who got raped because I grew up in white trash city and knew lots of rape and molestation victims that never reported it. It’s consistently underreported because it’s pretty much impossible to prove outside of a rape kit and if the perpetrator is a known party with support in the community it can cause problems.

Many states have a government agency devoted to monitoring rape among Indian and black women. I regularly receive press releases from my state's office complaining about how Indian and black women are raped and murdered at higher rates than white women, but every time I ask them to provide stats on who's doing the raping and murdering, they always tell me they don't have that information available.

That seems strange considering that a lot of the government data collected clearly lists the races of the perpetrators. Might just be that the lower paid grunts you talk to don’t have access to the data outside of the press releases, which obviously want to focus on the victims because there’s little to be done to the perpetrators outside of law enforcement. Sexual crimes are hard to prevent outside of arming potential victims with pepper spray (or guns) so really all we can do is get better at prosecuting them by finding ways to encourage victims to come forward and take proactive measures that can help prove their case later.

My point is that it happens across the board for a variety of different reasons. Rape is just hard to prove in general unless you go straight to the hospital and ask for a rape kit. And whether you’re at higher levels of society where there’s social pressure to handle things in house to prevent a scandal or at lower levels of society where there’s social pressure to stay quiet due to potential for violent retaliation, it’s all getting underreported.
