In all fairness it makes sense given that was the lesson they learned from the USSR's collapse. They're also a lot smarter about their opression now as they don't go full Hungary/Prague/Tiananmen on protests anymore and go for a much more covert and subtle approach akin to what Brezhnev and the post-Stalin and pre-Gorbachev Soviet leaders did.
The Chinese promised certain rights to the people of Hong Kong as part of the British handover deal, and of course they renigged on those rights like the slimy commie bastards they are. Of course, by showing their hand they've ensured that Taiwan will never, ever choose to merge with China diplomatically. The problem is that a free and democratized Hong Kong does in fact pose a direct threat to the CCP as it gives anti-communist and pro-Western factions a foothold and haven right next to mainland China (not to mention Western intelligence agencies and NGO networks). A free HK goes directly against China's interests and poses a unique threat to their regime akin to what West Berlin was like to the Eastern Bloc.

Both are true.
On one hand, Western intelligence agencies and NGOs were very much involved with the protests. Joshua Wong and Demosisto are probably the most obvious examples of this, along with groups tied to the Civil Human Rights Front which was very much a Western-funded NGO network.
However, most groups and major figures in the movement didn't have ties to these traditional influences. A major example is Cardinal Joseph Zen, a vehemently anti-communist and ardent Orthodox Catholic who became the spiritual mascot of the HK protest and democracy movement, who was also famous for condemning Western governments for their two-faced and underhanded approach to the protests as well as the policies of the Catholic church under Francis. And then there were the localists and nationalists like Chan Ho-Tin (a major independence activist and seperatist critical of the West for their inaction on HK), Edward Leung (who basically became the intellectual godfather of the protest movement and was widely seen as being the HK equivalent of Tommy Robinson for his anti-Han sentiment and rowdy protests that later saw him arrested and never seen again), and Youngspiration (a major localist group that got banned for being allegedly pro-Imperial Japan/Axis Powers and vehemently anti-Han), and People Power (an influential group of left-wing populists in the mold of Korean and Taiwanese progressive movements). These guys were a mix of nationalists, libertarians, christian conservatives, and social democrats all united by their vehement anti-communism and criticism of the West for their lack of genuine interest without ulterior motives in the cause of HK.
But ultimately, the Kongers overall were genuinely very supportive of anti-communism and anti-China as a cause.
Notice how the western media shut up about the "peaceful protests" in Hong Kong, where people were literally smashing public buildings and setting people on fire, at the same time they had to portray January 6 as some kind of world shattering uprising.
