The Jedi were an arm of the state at that point in the Republic. The Council received orders from the senate and Knights were dispatched on their behalf. They were not allowed to exceed their mandate. Qui-Gon was the most rebellious of them and he was only able to excuse his saving the boy by claiming he was a vergence in the Force. And even then the council still refused to give him clearance to train him.
Think about that relationship between the Jedi and the Republic and a lot of your confusion may get cleared up.

historically speaking male slaves were much more valuable for obvious reasons. at a certain point a female slave just becomes a mouth to feed and since watto had no female counterpart to speak of there's little use for her as a matronly aid so she probably would have been sold off at some point around young adulthood for anakin unless he could convince watto to keep her and double-down on the grind in exchange for her continued safety as watto's chattel
on a planet as dangerous as tattooine it's very likely better to be a slave to a decent master than a penniless wretch on the street dying from sun(s) exposure and dehydration

When you look at them through the lens of Qui Gon being a Sith agent, the writing is absolutely incredible.
Both Padme and Jar Jar owed their lives, freedom and entire people's lives to Anakin. They had years and years that at any point could have flown back to Tatooine and spent a few bucks to buy Shmi, take her back to Naboo and give her a nice life as a thank you to Anakin. Instead they're just like "thanks for saving us, Anakin! Sorry your mom's still a rape slave but we aren't gonna pay you back! Bye, see you in a decade when you're all growed up!"
It would have been better if they were just peasantry working with Watto and no6 slaves beholden to him and then, much later, his mother was kidnapped in a raid or sold off by Watto. Just a small fix and it would have explained why they didn't intervene sooner. At that point, you could even throw in a line later that the Jedi did know what happened to her but purposely did not inform Anakin. It would inform his turn against the Order. Same result with no lingering questions.

Anikin was a bit older, only had his mother & was with her long enough to have a connection strong enough to the point he knew she was in trouble. He did not give himself fully to the Jedi order like the younger ones do.

Lucas kinda backed himself into a corner with the force and Jedi. The force is supposed to be all around and available to everyone. The Jedi are just supposed to have honed it and perfected the ability to use it. But the story required that almost no one has it and only midichloriana determine if a very tiny fraction of people can use it. Not only that but those small fraction must be found as children and indoctrinated heavily as any amount of normal emotion and thought will lead them astray into illegal power usage. The idea of requiring it to be only children was just dumb.

Sheev is canonically Anakin's father. He went around to various worlds using the force to impregnate low born women so their sudden pregnancies would go unnoticed. He was trying to create a powerful force user and needed that initial hard life as the start for his offspring. They needed to struggle, be at risk, and possibly die, but if any survived to stand out then they would be worthy. That's why Sheev was proud of Anakin and guiding him from the shadows.
