What do you get now? Either the show ending with 15th, some 16th that is either a poor casting choice or has nothing workable with, or the 16th being the Fugitive Doctor. Perhaps the show gets rebooted 10-20 years from now, well what does a reboot even look like? Hard or soft each bring their own problems. Even if it is good, there is no reason to think that a reboot will even take of in popularity. Sure you will still get Big Finish pumping out stuff. Sure you may see some sort of reboot. Yet, Doctor Who is never going to return to a condition of the Wilderness 1.0 or anything resembling the health of the franchise in RTD1 or Moffat eras of Nu. There is too much damage done that cannot be resolved - with at best you get temporarily fixes or achieve short-success that is not sustainable. It has been irrevocably changed. It - Classic, the EU, Nu - had a good and impressive run, but the blunt and simple reality is it is now over.

Given how RTD stepping in was seemingly a factor that helped prevent cancellation after Chibnall, it seems reasonable that he has considerable influence. If anything he probably less restrained now than what he was in the 2000s, given both the nature of his return and that the general culture BBC in the 2000s would have reeled him in. In any case, RTD returning is just inherently a return to a past era due the man himself once again being showrunner and the approach that brings to how he conceptualises the show. In 20 years there has been 3 showrunners (of which Moffat and Chibnall have also been writers under another showrunner) and all of which are from the Fitzroy Crowd (which means not only do they have the same general outlook and discussion of ideas, it means they have been influencing the franchise for 30 years).

The franchise has become a mix of static and regressing. As evidence by the return of Ten, Donna, Mel, the Celestial Toymaker, Sutekh, the Rani, probably Omega has got to the stage of having to pillage both from Classic and the revival under RTD1.

Think of it like this: from 1963 to 1983 the show when from the experimentation of First; the base under siege nature of Second; the UNIT years with Third; Fourth himself can be easily be broken down into Doctor Who does Hammer Horror with Hinchcliffe and Holmes, the more comedic move under Williams, the attempt to make it more scientific and reflective with JNT and Biedmead; the approach they had with the Fifth Doctor. That is a simplification of it, but even the broad strokes are more varied when you get down to it than what a lot of Nu. I am not staying there are not differences between the the Nu showrunners, but you are not seeing the same type of creative variance and movement towards shaking things up s seen in the aforementioned time period.
