The problem is the entire first film, too. It goes against everything we know about the Joker and it didn't have the decency to have nothing to do with DC at all. But it did. It had Bruce, Thomas Wayne and a bunch of other comic book characters to compound the dissonance between a film clearly made with no intent to adapt DC canon and yet shoehorning thinly-veiled representations to fulfill some WB quota. Have the first film be a 1930's romp, very much based on the Joker's traditional origin story instead of this half-baked Arthur Fleck nonsense.

The theme of the film is about "the real Joker", his shadow if you will, this martyr of rebellion which is an ideal which the troubled and disturbed Arthur Fleck could not possibly live up to.
Fleck isn't a criminal mastermind, he's not a leader, he's a loner lost in his delusions who after meeting Harley finally finds purpose, but Harley and the world he inhabits see him not as a person but as this force of nature. Even though he sparked a movement and swayed the masses, the world he inhabited could never let Arthur be who he actually is, and he is condemned to death because of it.
Because the movie isn't basic bitch fan fulfillment of "le joker becomes the comic book villain criminal mastermind and takes over gotham and kills everyone XDDD" and he gets sodomized (off-screen, and it's likely the guards just stuck a baton up his ass because the world the films present is a fucked up place) you can't actually discuss the film's merits.
You could also argue the theme of the movie is not to trust women. I don't get why Anon Babble hates it.

This would make for a very interesting film if it had nothing to do with the DC Comics Joker character and was tied to that kiddy franchise of media. End of. I don't mind the Joke fanguy from the psych ward who goes onto become Joker 2 as that follows the theme of Arthur getting this insane fanbase who thinks he's some superman.

So Part 3 is Arthur is laying low but there's this Joker themed series of crimes and vandalism and Arthur is blamed for it. But it's the guy from the psych ward. Police create a task force to hunt Arthur and his supposed gang, so Arthur has to come out of hiding to find new spots to lay low. Nu-Joker is the main villain and Arthur hates the guy. Batman is also stalking both of them.

Harley thinks Arthur is lame and shacks up with Nu-Joker, driving Arthur even more wild. The joker gang stalks Arthur, beating him, and denegrating him as a phony and has been replaced by the real guy. They leave him for dead. Arthur realizes he will never have peace with this guy around, so goes after him. Film ends with Arthur, Nu-Joker, both dead. Arthur is subsequently blamed for EVERYTHING which then cements his mythos even harder.

He is worshipped as this anarchist rebel fighting the system and sentiments and support spread past Gotham.

Police Officer Bruce Wayne, a member of the anti-Joker task force, and the one who put a bullet in Arthur's head, starts to engage in more late night vigilantism. He gets a medal for his actions as the film ends. he resigns at the end as he knows he can't keep up with the crime wave using standard police tactics, which thrwarted his team during the fight against Joker.

I think Joker 2 would have been cooler of the opening 3/4s is Joker on a throne trying to be a criminal mastermind with Harley fawning over him, just for his first great crime to be a botched liquor store/atm robbery and then the whole of Joker 2 happens in like 10 minutes, showing how quickly it all collapses, rather than this overly long court drama musical with fake pregnancy bullshit.

In the first movie you could sympathize with Arthur, but he comes off as very childish due to his trauma like he never had a chance to grow up.

When he breaks down in the court he genuinely becomes much more likeable because he grows up and takes responsibility for what he did. People don’t get that he’s still a criminal, even though society let him down.

Have Arthur lead a gang of sycophants who still hang onto his every word, including Harley Quinn who clearly wants to be his #2

Once the adrenaline and hype wears off, Arthur realizes he has no plans and no greater ambition, but terrified that the people who know encircle him will turn on him, he desperately tries to orchestrate a series of heists in order to keep his "act" going

He maybe gets lucky to pull off one or two, with more casualties than he's perhaps comfortable with, but he eventually realizes that he doesn't actually want to live with a sword of damocles over his head, and sabotages the last plot so that his whole gang get caught and he gets put in jail for his own good, to end the cycle of violence he started

It's essentially the same moral arc as the existing Joker 2, you could even have the gay songs in there, but you make the whole thing about Arthur coming to that realization on his own rather than being raped into believing it

Add a bit of flair, what Arthur is deluding himself into thinking are grand bank robberies are revealed to ve convenience store stickups, like his imaginary black girlfriend in j1

The next act of the movie follows Joker and Harley and their gang as they build their criminal empire and begin to wage war on Gotham City robbing banks, staging terrorist attacks and sabatoging local events headlined by Gotham's wealthy elites.

While attempting to sabatoge and attack a fundraising dinner organized by Thomas Wayne, one of Jokers goons fumbles causing Joker and Harley to lose control of the situation, resulting in a shootout between police/security and Jokers crew.

During the chaos Joker is severely wounded, but manages to escape with Harley. The rest of their crew was apprehended or killed.

Harley and Joker find safety in an abandoned house in the slums of Gotham.

Joker is prepared to die, knowing that his movement will go on without him and passes out in Harleys arms.

Joker regains consciousness

He's laying in bed in a brightly lit hospital room. Handcuffed to it. Harley is standing next to his bed pointing a pistol at a small terrified group of doctors and nurses, all cuffed gagged and tied together on the floor.

Harley: "Don't be mad..."

Joker: "Harley, this isn't funny..."

Harley: "You don't think so?"
