I unironically love season 1 because of how weird and cheesy and "dated" it is. I love the many 80s-isms, how it's basically just a slightly updated TOS, how Roddenberry's autistic vision was front-and-centre, how there was absolutely no war or relationship drama, how unapolegetically utopian and chill the world was, etc. The whole season has this very relaxed vibe to it. I also like how Picard was kind of a cold prick to everyone, it felt more realistic to how the captain of a navy flagship would be and it made him a very unique character.
The Pegasus is amazing but it's only one great episode out of an entire season of mediocrity.

I also liked S1 Worf a lot more personally before he went a bit feral.

They normified it starting in season 3 and it went to shit as a consequence. Normies will object to this obvious truth.

As shitty as PIC was, the resolution between Lore and Data was oddly satisfying because it's the kind of non-violent resolution Gene would have approved of. Show love (inb4 cats can't love) to spark love. The rest of the show was not good.

No joke, season 7 is just a mishmash of audition tapes since they were all trying their hardest to be serious actors and not be typecast after the show/movies/conventions ended (lol!). Also the writing in the first couple seasons is top-tier.

I agree those are good episodes. But I think it's the general "vibe" for lack of a better word. In season 7 everything just feels so "going through the motions", like everyone is just sick and tired of doing the same shit for years and isn't putting in much energy anymore. Not much feels truly new or exciting or fun. Pretty much the entire cast and crew confirm this was the case, that they were all tired and out of ideas by this point, which is the main reason why season 8 didn't happen despite financially it being viable.
For me Trek is mostly about the "feels", like the general comfiness and charm of everything. TOS had that in spades, of course, and early TNG as well. But as it went on later into the 90s it all became a bit dull and workmanlike, basically what Voyager was like 100% of the time.

In terms of best episodes yes but I would argue that the bad episodes of s7 are better than s1 and s2.

at least Matalas tried. I dont know what Olatunde Osunsanmi thought he was doing, but it wasn't trying. Bryan Fuller would have done decently with Picard, but then Raffi would have some first name like Samuel because his fetish is chicks with dude names.

Fuller isn't right in the head but he does make good television sure he would've been acceptable, and raffi should've been cut entirely

My hot take is Raffi is necessary for the same reason why the Culture novels all involve Special Circumstances. You can't have too much of a utopian cast. You also can't have a weirdo trailer trash drug addict living at Vasquez rocks. Raffi should have, and under Fuller may well have, been Chakotay done right; a former officer whose loyalties were torn and she ended up living on Planet Vasquez Rocks becoming more jaded as she saw the futility of having to choose between eternal realpolitik of unafilliated territory, or the hugbox-assimiliation of the Federation. She could have had a redemption arc that was actually one of finding her place in a complex universe and not playing her character from SVU except more scowling and more lesbian
