A big part of it is because of how streaming and binge watching has changed audience reception. In the old days, if you had a few bad episodes a season, it wasn't a problem, because people would just tune back in the next week because there was nothing else on anyway. Now, a single bad or "mid" episode can completely kill a show. This has resulted in much shorter seasons, because fewer episodes means less risk. This has also resulted in tv shows becoming a lot more like movies, with tons of expensive sets and CGI, so it takes a lot longer to make fewer episodes. Also, tv shows these days tend to have season long story arcs, instead of being self contained episodes. There is less room for rewrites and changes when writing a story like this, so everything gets planned out ahead of time, instead of being written as they are going along.

Im saying its probably safe for them to shoot two seasons at a time, and they always cared about ratings. Dont think things are necessarily too slow to work out nowadays especially with something so prestigious theyre going to be prioritising it and making money hand over fist. No. It’s the opposite. Binge watching allows streaming giants to pack in filler episodes because you’re going to watch the next episode immediately right after. In the old days each episode had to stand alone on its own two feet and have no filler because that would curtail an episodic TV show. Tom Welling when talking about the villain of the week trope that hampered Smallville he mentioned the writers stated each episode had to be all encompassing and writing an overall arc had to be included little by little. The ability to binge watch hides flaws in TV episodes.

The biggest problem with the 10 hour movie structure is there is clearly only two hours of interesting plot development and 8 hours of boring side quests. So many subplots of prestige dramas could be cut out completely and only improve the pacing. The average episode of Star Trek from the 60s told an entire adventure with buildup, stakes, climax, and resolution in just 50 minutes.

Now, F&F 10 and F&F 11 are meant to be a two-parter, a single story split into two movies, but Dwayne Johnson shenanigans caused F&F 11 to come after a whole 3 year gap after 10, so they'll have to recast the kid AGAIN. His changing appearance has already been memed to death and back.
