That won't happen in any meaningful way. AI should give power to the people, but ultimately it will be monopolized by corporations. And you can bet corporations are going to police what people do and don't generate.

The reason it will be monopolized is energy cost. Running AI is really expensive. At the moment the corporations are happy to eat that cost so users can gen a couple of 4:3 images or 5 second videos, but once AI is advanced enough to start making full length movies or playable video games your average person is going to be priced out of using it.
You can already see the beginnings of that with high quality image generation being offered for a subscription fee by most AI services. Those subscription fees are only going to get higher and higher when applied to things like generating 4k video.
