Female Doctor (I think is a bad idea for various reasons, but even then still shocking how badly it was executed), Timeless Child, and bigeneration were all major issues, combined with the likes of bringing back Tennant, the handling of Sutekh and Susan, and just all the bad episodes. Doctor Who is in such a state that if you were to explain it to someone where and how it went wrong fully you would overwhelm them. In terms of the evolution of the show as it was happening you could make arguments for where the point of no return was or where it snowballed, but collectively now there is so much fundamentally wrong with the show. It is not like you can change one of the issues or magically retroactively have one avoided, as there is that much wrong both major and cumulative minor. Doctor Who has had the body killed, the corpse pissed on, the coffin buried and nailed repeatedly, and the hole poured in with cement.

The natural end for Doctor Who was either Twice Upon a Time or, preferably Heaven Sent

So I think that may come down to the way 9th is characterised, with S2 still somewhat working with the idea of the Doctor being written as if he was 9th.
