It's kind of a hindsight issue, in that if you take the original book and first two movies only, Paul and the Fremen are 100% justified in everything they do, but Messiah (which will be the third movie) shows the horrifying consequences of inflaming religious fervour for political advantage.
The Harkonnens (and arguably the Emperor) deserved to die, absolutely, but what Paul unleahsed on the entire galaxy, leading to tens of billions of death because he couldn't reign in his fanatics? Fuck no
If they decided to cast only black Africans as the Fremen it'd be fine even though it isn't how they're described in the book, but at least it'd make sense logically because they are a homogenous society in a desert planet with no intermixing or outside influence.
