Every single scene in ISB Headquarters was pure kino, it hits that same spot early GoT Small Council meetings did. Bureaucracy as drama where good actors can use internal politics, ambition, backstabbing and personal agendas drive the narrative forward in a realistic and gripping way. Actual TV.

Well, Andor just gave us a pretty good reason for them to get sidelined. They fucked up so bad that they didn't notice one of their senior members was a spy for maybe a decade and he leaked the Death Star not even because of access he got because of that position, but because another supervisor that was a favourite of the head of the agency was hording priviliged information that she wasn't cleared for.

As far as other content goes, there's also a long-running rivalry between them and the Inquisitors. The ISB is a very effective, but traditional intelligence agency descended from the late Republic's equivalent spooks. The Inquisitors are Vader's jedi-hunters and a bit more down the fucked up Sith lite cult path for their primary operatives. They don't get along for pretty obvious reasons and they'd probably make the most of any diminishment of the ISB to assert their claim to turf.

Well after Rogue One and the death star it becomes a full on civil war, so the law enforcement shit takes a backseat to actual military intelligence which the navy or army probably do. ISB is still around though

They can show stormtroopers doing evil shit but seeing how the decision to do evil shit was made is much more interesting from a character perspective.
The callousness of bureaucrats who (mostly) don't get their hands dirty with the details is how this shit happens.

The Death Star was a naval installation.

The ISB and Navy don't get along (none of the agencies do, which is deliberate, like in every dictatorship), the ISB has an upper hand while the rebellion is young and just scattered insurgents and dissidents but once they unite and form an army, navy and "airforce", it's a military problem and the ISB lose influence but also, the story just isn't about them any more.

The inquisitors don't want ISB turf, they hate doing the boring stuff.
They want the ISB to know who's boss.

The inquisitors have no official authority, just fear of what will happen if you stand up to them. That's how they like it.
They need ISB to exist and even be powerful, they just want the ISB to be afraid and submissive to them.
