SAC are the worst installments in the GitS franchise, the director didn't understand anything about what makes the series interesting and threw it into a shallow action settings with the kind of shallow themes weebs fall head over heels over saying how deep and thoughtful they are.
The 2nd gig is even worse, with the director having an epiphany about the Major's backstory and deciding to shoehorn the dumbest, least relevant sob story into the whole mix of Salinger being a meme in Japan.
I haven't watched the 3DCG one but I can't imagine it's significantly better or worse.
In case you were thinking of replying with something along the lines of "you forgot Arise, which is worse", let me stop you: Arise is much better than SAC, it's further away from the original story and setting but it's much closer to that mystery vibe and easy going personnel.
