You cannot make Count Olaf a goof and expect it to be the same character. By comparison the actors for the children do a good job portraying the characters from the book and are the strong point of the film.

I've had these opinions of the film since when I saw it as a kid 20 years ago, plus I'm pretty sure the books are for teens.
The netflix adaptation with Niel Patrick Harris should fill the void for you anyway. It wasnt perfect, but it did a good job. Count Olaf was done well.
