That's what was implied in Return of the Jedi, but it doesn't make sense when you realise that Leia has already been captured by the Empire, which is the reason Luke is leaving in the first place. The truth is I don't think Lucas had any idea who this other hope for the Galaxy was, and just included it to leave us wondering whether Luke was going to succeed or not.

anh was a self-contained hero's journey. remove the space setting, and the only thing notable was that princess leia wasn't a damsel in distress. luke was a mary sue.
in empire, the story and the characters were made more complex.
the lore was greatly expanded with the introduction of emperor palpatine. vader was made more of a credible threat, whereas in anh, vader was just portrayed as a strong lackey of tarkin. the protagonists were portrayed as fallible.
the only downside of empire was that it ends in a cliffhanger.

Lucas initially tried to leave Kershner alone to direct (unless Kershner specifically called him for input) so that Lucas could focus on the visual effects with ILM, but when Kurtz fucked up the budget and almost tanked the whole production, Lucas came back to the set and ended up basically shadow directing the rest of the film.
People constantly try to downplay Lucas' involvement in the two OT sequels, especially Empire, to try and legitimise their quality, or at least try and use it as a reason for the perceived drop in quality for the Prequels. The truth is, plain and simple, Star Wars is very much Lucas' creation, and his stamp is on every single aspect of all six films. You want to see what Star Wars is without Lucas? Look at the Disney productions.
