I'm not a big fan of drinking bourbon neat or on the rocks and much prefer it in a cocktail. In that regard it's pretty much impossible to beat an old fashioned made with maker's mark.
With whiskey on the rocks or neat I like a smooth tennessee Whiskey (I like Fugitives) or some Irish (I'm not picky, Jameson gets the job done). A nice scotch is good when I want to splurge.
