Nah, it's clear Lucas was going for a Frankenstein scene, but the way it is framed and the directed comes off extremely campy, bordering on parody, when that moment, after the fight with Kenobi and all that, required a much more dramatic outburst of emotion from Vader. It needed more punch. But the way it is framed and shot evokes a Wes Anderson style approach.
It's just tonally off.
Considering this is the emotional culmination of three movies of buildup it just comes off goofy and weird.
Luke is still kinda wimpy and just had a bombshell dropped on him, his voice sounds pained and devastated, deep ass bass voice James Earl Jones screaming NOOOO just sounds ridiculous and I like RoTS

Lucas adds whatever he wants to his movies, also the "NOOOO" is an element you can find in every star wars movie, because Lucas like echoing things. It just went over your head like many other things
The Frankenstein walk, the stretching out his arms, all the way into screaming NOOOOOO is a combination for just not being able to take it seriously. You don't see Vader really emote this much in the OT, you'll get him pissed off a couple times, or solemn like when he's dying, but not really melodramatic. Seeing him act like this is just strange and funny. If they had Hayden before the surgery delivering his lines the scene could've been way more effective, then you cut to him post-surgery in full Vader attire overlooking the construction of the Death Star. The way it was executed just came off too goofy
