Qui-Gon would have been a better mentor because as good as Obi-Wan was as a younger man he leaned way harder into the whole "by the book" Jedi approach which we ultimately know was stifling and led to Anakin lashing out. Qui-Gon would have helped him manage his feelings better. Shit he might have even gone back to rescue the kid's mom if he'd lived.

If you think of "jedi" as a faith, then the council is the organised religious expression of that faith. Yoda is the Pope, Mace, Ki-Adi and the rest are the preferiti cardinals, the masters are bishops, the knights are the priests, the padawans and younglings are the congregation.

Obi Wan was barely out of being a padawan himself. It was like having a teenager raise a child. He didn't give him structure, they were just friends. Moreover, Obi Wan was concerned with his own training and growth in the Jedi.
Meanwhile, Qui-Gon had already rejected the Jedi way. He didn't care for their politics or even the Light Side / Dark Side debate. He would've been the perfect mentor to help Anakin understand his love for Padme, and give him the parental guidance and growth he needed so he wouldn't be taken in by Sheev.
