Objectively wrong, despite some glaring issues, the Fallout show was a decent entry into the franchise and can make sense in the universe. The Halo show meanwhile sucked as a television show so much it’s like a mound of fermenting shit. And as an adaptation of the games (it’s not even canon to the universe) it’s an olympic swimming pool of AIDS infected diarrhea

The only meaningful lore change was Vault-Tec and all the other companies orchestrated dropping the bombs themselves, but don't act like that shit isn't in line with the 'capitalism is.. LE BAD' subtext they beat you over the head with as well as the potential plot point you'd get in Fallout #783 when they're running out of plot twists to add to the overarching lore

Many vaults had heavy redundancy in regards to power generation and food supply, for example Vault 13 (from Fallout 1) had a population of 1000 even though the 100 living quarters were intended for half that many people. Most vaults were underpopulated though because a lot of people thought the Great War was another drill and didn't get to the vault in time, and population growth was kept low by the conditions in the vault and limited starting population. On top of that the guy in question is a vault big-wig who could definitely abuse his position to get extra food if he wanted. So it's very plausible that he could be obese in this situation.
