Because Dr. Doom in the comics is cool as fuck, he's a benevolent dictator, he's almost as good at sorcery as Dr. Strange, almost as good at tech as Tony Stark and almost as smart as Reed Richards. In the comics he's taken over the world multiple times, usually giving up his reign because of boredom. There's zero chance his depiction in the MCU will be anything other than some blundering Trump-Allegory, because there is no way in hell they'll depict an autocrat as possibly right in any way.
I've always thought Doom was a great character and hea my favorite Supervillian.
He does suffer from the same problem as Batman where shitty writers wank him off too much and he becomes a literal unbeatable threat.
Dooms great character flaws are his ego and isolation, he never teams up with other villians without a personal agenda in mind, all his minions are robots that look like him and are occasionally even programed to think they are him.
This serves as a nice contrast to Mr Fantastic who has his family to support him

Thanos first got teased 5 years before his proper debut. He was teased again at the end of the next Avengers film. The infinity stones were constantly used throughout multiple MCU films leading up to Infinity War. It was constantly setting it up.

They teased him multiple times as well as made the infinity stones a central plot point years in advance. Regardless of what Infinity War did, the legwork was done beforehand in other projects. That's the difference. They sort of tried to do that with Kang and the multiverse, but what little there was for the multiverse was too disjointed and often didn't even mention him, and the most important one died to Ant-man of all people.
There's literally only two movies until Doomsday. One of them is just suicide squad but even more dull, and the other is confirmed to only have him in a post-credit scene. At least with the buildup for Thanos it was clear what his investment was. There's nothing they can do for Doom that won't be completely out of nowhere or uninteresting, partly because it was likely meant for Kang first.
