don't worry anon, that was all gibberish within this episode. nothing prior to this will make it make sense: the only extra context is they had a baby actor in an episode full of babies, and the character was called Poppy. unremarkable at the time, now it's (retroactively) significant.

Twice Upon A Time really is as good an end to the series as you could reasonably expect. it gets lost because that opinion appeared to mostly be informed by 'i hate a female doctor' which isn't even that chuddy of an opinion. Chibnall's era is basically skippable save for negatives; re-destroying Gallifrey for no apparent reason, shoehorning in a shitty version of the Cartmel masterplan, and destroying half the universe with Flux.

R2D2's era has basically eradicated the stakes by honoring the at-whim redestruction of Gallifrey and signalling acceptance of the timeless Child, but effectively ignoring Flux, and writing in excuses to not honor continuity multiple times – the Toymaker's line about making a jumbled mess of the Doctor's past, intentionally vague about the nature of bigeneration, and now Wish World's aftermath introducing a set of 'glitches to reality', and then the Doctor's regeneration energy introducing another set of glitches on top of it.

Add on to this that RTD's 60th anniversary specials were set up to permit himself to write the 15th Doctor (and on) as a fundamentally different character from the preceding Doctors, and you have a show that is playing with the imagery of Doctor Who but none of its substance, and has excused itself from any consequence. It's now little more than 45 minutes of occasional noise on BBC1 every now and again.
