There are 2 ways I can imagine a gang like Neegans would have a leader
The first is Neegan is the biggest, strongest and most violent psychopath of them all that terrifies the rest into submission. We're talking heart of the fucking congo warlord where the only way to become one is to kill and eat the one before you. Neegan doesn't strike me as that good of a fighter, he isn't big enough and his followers don't look terrified at all. Any one of them could probably take him in a fight
The second is he's "elected" by some sort of council of appointed leaders who make all decisions for the good of the tribe. Everyone else falls in line and there's order. However this goes out the window when your leaders idea of projecting power is carrying around a bat and bludgeoning people to death with it. He's not stable at all. It makes no sense why you'd have someone like that in charge and you'd just shoot him in the back and replace him asap
The 3rd way which doesn't work in the context of the show is "do what I say or I'll use my vast resources and status to take you out". There's no government, no military, the threat of violence doesn't hold any weight anymore because there isn't a shadow government backing him or whatever
Anyway the show is stupid

I dont hate him, he's just a naive idiot. You can't be besties with everyone especially after an apocalypse. You cant even be besties with everyone during the best times in human history.

All you need is a level of ruthlessness and a couple really loyal motherfuckers to back you up
