The show drops off dramatically after S3 because all the talented writers etc moved across to help get Angel off the ground. S4 and S5 of Buffy are only spared because there was some continuity amongst the crew and all the people who switched sides to the sister show would still come back for the occasional episode etc... this all changed after they swapped networks for S6 onwards which is when it became fully the Marti Noxon era as Angel retained all the regulars behind the scenes by staying on the same network (this is also a major reason why Angel S5 is considered GREAT). There are maybe half a dozen "good" episodes in the last 2 seasons of Buffy and bar maybe Once More With Feeling and Conversations with Dead People (which were both planned out almost as early as S1) there isn't a single episode that anyone would rate in their top 10 of the series.

Noxon practically killed the show. Ironically after they convinced a network that it was so popular they should bring it back from the dead.

It's not really nostalgia because people who were alive in the 1980s weren't the target audience. It was zoomers and younger millennials who weren't born yet or were in diapers at the time. Most zoomers certainly didn't grow up playing outside all day and they loved this show. Plus it's full of modern social messaging that was not reflective of society back then.
So the 80s setting is not nostalgia but a commodified version of the 1980s imagined by someone who wasn't there. Matt Duffer himself was born in 1984, he was in a diaper through most of the 80s and wouldn't form memories until the tail end.
