The bully was white in the book. The problem is, so was 80% of the rest of the characters. Rowling did write quite a few non-white characters and gave them very stereotypical names, not sure why they'd want to nig up Snape.

I noticed that they are casting more established names with this series. in the movies they casted mostly unknowns for the kids and you could tell more and more as the series went on that Harry Potter would be their first and last major role in anything

Whoever it is, it's going to be hard for him match Felton. Some of these characters, like Rickman's Snape or HBC as Bellatrix, were so perfectly cast you can't really imagine them being played by anybody else.
