Press embargoed spoilers from the last episode of the finale:

The Doctor meets up with Susan eventually right near the end.
Conrad, who everyone thought was dead shoots her with a lazer gun just as she is going in for a hug with her grandfather.
He smiles, there is a close up on his mouth and a gold tooth that glints briefly before he chuckles and runs off.
Susan is dying in the Doctors arms.
He cries.
Belinda reminds him he still has some regeneration energy left, as seen in Lux.
Doctor says if he does that he won't be able to bi-regenerate any more, but it is worth it to save his granddaughter.
He gives Susan some regeneration energy and she regenerates into the actress Chloe Annette.
The Master bi-regenerares from Conrad, he is Russel Tovey, now.
At the start of the credits it says "The Whoiniverse will return in UNIT: The War Between Land and Sea."
After the credits there is a short scene where the Doctor asks Susan what she is doing for Christmas then the caption comes up "The Doctor and Susan will return in Christmas With a Penguin.

Lazy writing. She's not actually interacted with the Doctor yet so it's just a cheap way of highlighting her importance. It might get retconned to her talking to Omega in the finale

Metafiction storylines are so dumb in a long-running show like Doctor Who. Writers writing about "the importance of le stories" is just a way for them to suck themselves off

It was a rare thing, but it is probably related to how many timlords there actually are. Previously Galefrey and a whole population of Timelords were still there, but the Doctor thought he had destroyed it as the War Doctor (it was just hiding in a painting or something). So there were still a lot of Timelords and bi-regeneration didn't kick in. After the Spy-Master turned nearly every timelord into a cybermanthe Timelords were being picked off across the universe and running out of regenerations. The last ones were destroyed by Kate and Tegan when they blew up unit HQ. The Doctor regereated quickly after this so it didn't affect their regen from 13 into 14, but by the time they went from 14-15 there would have been a need to up the numbers of Timelords and thats where bi-regeneration would have kicked in for all remaining timelords.

It is said in the episode it isn't anything to do with the Toymaker, just a rare thing that can happen in certain circumstances, the Toymaker himself wasn't expecting it.

I thought the reality he created was the reason it happened. The Doctor even said ' you caused this' or something. Then there's the 'bi-generating' Tardis because it was in the weird reality bubble that the Toymaker put in place. I don't know, the writing is a mess these days.

Depends what sort of episode you like.

Blue yonder is a good sci-fi one but if you want the full package go for the giggle. The Star Beast is a good one, but if things like gender politics make you unhappy, you're going to probably get rather grumpy about some bits, if you can take or leave that then you'll have fun.

Series 1 (they started the numbering again with Ncuti, just for the Americans) is mostly very good, but Space Babies is a bit cringe. Dot and Bubble and 73 yards are the most well writen episodes here.
Series 2 has been all good episodes so far, especially Lux, The Well and Lucky Day.

As far as the 13th doctor goes.... Well maybe watch the Fugitive of the Judoon (which shows Chibnall actually CAN write some good stuff if he tries) and the Flux shows he probably should have wrote it as serials the whole time as Yaz and Dan actually get character development (the Flux is OK and has some very kino moments, like Professor Jericho, but isn't as good as the show is now, due to a few issues with pacing and plotholes after the BBC gave him 2 less episodes than they agreed to before because of covid).

The episodes most worth watching from when RTD came back are:
