I'd have to disagree. In fact, I'd say S3 has the most memorable episodes of the show. Some misses, of course, but it also has the best hits. The show pretty much ends with S4, or rather the first film. After that it's pretty apparent that Hindenburg was done, going so far as to say that the movie itself outright was the series' finale.
You'd be missing out on a lot in my opinion if you just outright skip S3, including my favorite episode, The Algae's Always Greener. Other notable episodes include

It's both. It has the most references to suicide and depression, but also entire segments of concepts that don't even consist of jokes as much as just slapstick humor with bright colors. It's definitely a season filled with tonal whiplash, but the good news is each "episode" is only 11 minutes, and once you watch it once and find the 44-55 minutes that should be skipped, you'll never have to rewatch it.

The first three or four minutes are fine. Didn't care for the Sea Bear/Sea Rhino crap and the conclusion in general. A decent (if not generic) premise ruined by exaggerated slapstick. That kinda stuff reminds me of Ghostbusters (2016).
