There is not much in terms of actual character development here. That was in S1. S2 is just lore and killing off characters who aren't in Rogue One.

We're never going to get even some handwave explanation like "Cassian was running some diversion" or "It was in the middle of a shift change" or something. The writer's handling of that sort of stuff feels inconsistent to me. Like they'll be full on 1984 surveillance state one scene and then the next they'll just be inattentive dopes playing Nazi. And it doesn't just feel like realistic variance of competence between different officers.
