By using your own metric and grading system, the question is openly asking what is the most recently made film to have a 10/10 rating based on personal tastes, which can be anything from last year to 19-fucking-50 since not all films are going to be 10/10s, there's a finite number of them, so the question is asking for the most recent one to earn such a rating.
