No amount of villagers being allowed to die from the plague and turn into the undead would have been worse than what Arthas actually ended up doing to Lordaeron by purging Stratholme and thus straying from the Christian virtues he represents as a Knight of the Silver Hand (Catholiquescecism). Mal'ganis could have taken five cities or more with his scourge and it would have been the lesser evil than for Arthas to destroy his own soul. There is no question whatsoever that within the framework of Good vs. Evil as laid out by the original creators of fantasy storytelling, Arthas did everything wrong.
