Sure, but there was pretty much no way the atf/fbi was going to apprehend Koresh at that point without everyone inside dying. All the conventional tactics they were used to using only made it worse. Best option is to get out of there and grab Dave at some later point, and then hope the rest of his buddies don’t suicide immediately.
To be fair, I can see a justification for IRS agents carrying personal weapons (i.e. handguns) for strictly defensive purposes since they are likely to be target for violent attack, but not them possessing SWAT teams. Quite frankly, I think those should be consolidated in a handful of law enforcement agencies (mainly the FBI and the US Marshals Service, maybe the Department of Energy too) and only be brought in conduct high risk arrests after a warrant has been issued by a Federal judge.
