Because nobody bothered to tell him he could train hundreds of times faster than others. But even Kakashi uses shadow clones yet he is never shown to actually utilize the same training he told Naruto about. It's a dumb plot hole considering it's supposed to be a forbidden technique but they handwaved Naruto using it as okay.
