I took the scene as a way of saying he'll get killed like that at some point. Maybe he'd even get killed exactly like that, but the scene was meant to be a representation of his future, full of paranoia until he gets killed.

The ending was a slew of red herrings as Chase wanted people to come up with their own theories to generate buzz. They even showed you that Bobby's line about "you never hear it coming" was bullshit with his own shooting being the opposite.

As it creates a rhythm of cutting from the sound of the bell above the diner's door to showing Tony's point of view as he sees the next patron of the diner, the editing creates tension that the cut to black disrupts. But even more notable is the visual reference to the famous ending of the 1968 film 2001: A Space Odyssey.
Just as Tony enters the diner at the start of the scene, he looks across the restaurant to the table he will soon sit at. The camera cuts back to his face, and then once again to the table across the restaurant as though Tony is seeing himself moments later. Similarly, 2001's David Bowman experiences much the same effect as he looks across a room and sees himself at the end of his life. But whereas Bowman is elderly and infirm on his deathbed, Tony's end of life takes place mere moments later. It's an extremely subtle bit of camera work, but considering the titanic reputation of the film, the reference is too clear to be a coincidence.

That's basically the moral of the story. Even if it feels like he won, he can't ever enjoy it because it can all come crashing down at any moment. There's nobody left who could/would kill him, yet the ending suggests that an assassination or arrest are always potentially around the corner when you live like Tony. Otherwise why set up the whole Raymond turning rat/Tony facing a federal indictment thing?
Why is this so hard to understand and why do people need to have definite ending when cut to black really works perfectly to round off Tony's story.
