Reva's entire character is just fucking poorly written. Her whole deal is she hates Vader because she just knows Anakin became Vader, and she hates him because he killed her friends, so she's murdering people hunting for Obi-wan, which she is apparently obsessed with doing to the point where her superiors are annoyed about it, because she thinks it will draw Vader out, so she can kill Vader. Something she cannot do despite Vader basically being her regional manager that she interacts with regularly. I could understand maybe not wanting to taking him on when they are in the fortress or another Imperial base, but she can't just send a transmission and say "Lord Vader I have found Kenobi, come to this location where I have him in custody" then try to murder him?
