In Finland at least it's straight up nepotism. Very small art circles, a lot of families in the show business and all that bullshit. Always the same people in movies and shows, not that I watch that shit.

bergman legacy is unmatched regionally, but they have completely fallen off lately and their crime series aren't even good anymore

denmark

literally the same group of actors being pushed in every movie and tv series. they do make some interesting drama stuff, but that's cause of von trier's production company which is ran by weinstein-esque producers that value proven talent

I don't know but every county is required to have one and ther are around 360 counties now but that's due to a relatively recent change. So there are probably about 450 public libraries and they buy some for school libraries as well.
I don't know how many they purchase for each.
