No country could blame another or think that the situation could be turned to their advantage because no one could understand or communicate with the thing. No one would even know what it wanted or if more were coming and that uncertainty would inspire more collaborative effort to ward off a global threat that would immediately supercede all national-scale conflicts.
Whereas Manhattan allegedly going rogue seems like it works if you don't think about it too hard but the fact that the greatest mass murder in human history was perpetrated by a superhuman who worked exclusively for the US government for his entire career would ultimately lead to suspicion and blame. How many countries would *really* accept the "hey he defected like 12 hours before nuking everyone, it wasn't us" excuse from the US government, especially with Manhattan not hanging around to explain himself? it would look like the psyop it was to a lot of people but they'd blame the government, not Veidt. It was a convenient shortcut for the movie so they didn't have to add the stuff about the island and the artists and the psychics and all that but it was a poor substitute as an actual plot device.
The book is well thought out and properly paced. The movie is rushing through things so it can tell 8-10 hours of story in 180 minutes.

He's not just gonna rest on his laurels, the immediate ceasefire will give him a chance to usurp power and guide mankind to a golden age of prosperity, where war becomes an antiquated concept.
