Barely ANY actual encounters involve stereotypical grays. People sometimes see small guys, sometimes guys with big heads and sometimes with grey skin. Almost never all of those traits at once. Insects, blobs and mummies are way more common than greys in actual interviews. Greys are a psyop.

Not only do the reported descriptions of aliens that even fit within what could generally be categorized as "Grays" have a lot of variance within them, but the idea that all or even just "the majority" of reported Close Encounters of the Third & Fourth Kind feature beings that fit into the "Grays" category is way, WAY off-mark.
Beings matching the description of Grays are admittedly a consistent pattern, but there are countless other "consistent patterns" even if they are less common, and a ton of really wild and unique outliers as well. "Gnomes", "Sasquatches", "Nordics", "Living Clouds", "Robots", "Dogmen/Werewolves", towering green monstrosities, and plenty of human-indistinguishable analogues if not just actual outright typical everyday humans that happen to be aboard presumed extraterrestrial spacecraft for whatever reason, have all been reported, among many, many others.

Who would make something intended for such a young presumed audience about something so spooky (not to mention "controversial", as promoting anything that could be argued as relating to "conspiracy-theories" to young children is also a questionable choice)? The bipedal stance, two hands and head on top is uniquely human/simian. The layout came about due to unique evolutionary pressures in our biological history. Even our bilateral symmetry is due to our worm-like ancestors having this layout. For an Alien from another planet to have convergent evolution to look 80% human is very very statistically unlikely. I'm just surprised by the fact that it exists. With the typical presumed age of the intended audience, picture books are typically educational things on topics that children would find especially interesting, like how Tugboats work, or cool animal facts about Tigers, and things like that.
You wouldn't make a picture book about purported alien encounters and abduction cases for many of the same reasons that you wouldn't, for example, make one about the JFK Assassination or something like that: Not only is the subject matter unlikely to be something the age-demographic of the audience will find all that interesting, but it'd ALSO be considered generally age-inappropriate for that audience anyway.
It implies that the people who created & published it were either so off-the-mark as far as intended commercial demographics that it becomes comical, OR their motivations were outright as sinister as "we just want to scare the shit out of as many young, impressionable children as possible".
