that's how a lot of martial arts works, would make sense to me. They're also supposed to be at specfic hit positions so you might only be learning to block or do counters against one particular move.
I used to do Judo as a kid because I thought martial arts was cool and my parents didn't want me to go around hitting and kicking kids. It ended up with me building up a lot of leg/core strength which I still maintain through different sports to this day.
