If you're going to do female-led action shows (better idea than theatrical movies, because, you know, not much demand from women for this without the social factor), you need to check feminism in at the door. No misandry, try to keep women's biological limitations in mind and work around them as much as possible, hot lead actress, hot supporting characters and villains, feminine charm, the male gaze is your best friend. Even then, it's much riskier than just having a male lead.

Girlbossery is a major detriment to feminine charm. Everything about what feminists tell women to be is repulsive. What's charming are the exact things that feminism has convinced westerners to treat as cheap and embarrassing: cuteness, grace, sensuality. And I'm sure that this is a shocker, but men like women who are legitimately friendly and respectful towards men, no condescending undertone. And even more so than 15 years ago, they don't really like high body counts. You need to turn the feminine charm up to 11 so that when you inject the masculine personality traits that a good action star needs, the audience will say "yeah, women aren't like that, but this is still really fun and she's super likeable".

Ironically, if you want female action starts to connect with women, you need to make men like them so that women want to dress up like them for the men on Halloween.
