What they've done to Kingpin is just baffling. There needs to be some reveal as to why he's acting this way for the character to make sense. His plan for the docklands is just "build shit at the docklands", he doesn't seem to understand anything about the process. Old Kingpin would have known intimately what the necessary steps were, what permits would be needed, he'd have had the necessary bribes and coercions in place to get them, he'd have already planned out what pressures he needed to apply to get the council to push it through.
