They also buy enough lettuce, mayo and tomatoes to account for the sandwiches. All of this is bought in bulk to account for each dish. If the waitress brought Bobby his two pieces of wheat toast without the tomato, lettuce or mayo, that would mean that tomato, lettuce and mayo that he did not want would be leftover that they now can't stuff in someone else's sandwich. If anyone can order plain wheat toast and get it that would mean this would cause a shortage of bread which would upset the sandwich making quota for the day.
